During the same round I want to attack hex X to cut out a line a of retreat and then attack hex Y to destroy a unit that is then surrounded. However, if the units attack to the hexes in the wrong order the unit escapes.

What should I do to make sure that the attack to hex X is performed first?

Make the attack on hex X as simplistic as possible. Make attack on hex Y more involved. The attacks are ordered in terms of their complexity, with the simplest first, and then proceeding upwards. So, if you need to attack X with 3 units from two hexes to be reasonably assured of advancing in, and closing the gap, then make sure that you have 4 or more units attacking Y, from 3 or more hexes, and throw in some direct support artillery and airpower, so that it executes afterwards. For the attack on X, you can rely on tactical reserve, or dug in, indirect artillery and air support. It is the number of units assigned to the attack that matters, and not how many can possibly join in, after passing comm checks.
