Not sure what your question is but:

Transfers is for moving sftpyes within the unit counter.

Strategic transfers moves the whole counter.

ok, I do not understand why a hq is involed and what role it plays..

HQs are needed to provide capacity for strategic transfers.  It is also common for HQs to do transfer since production arrives in the HQ.  However, a unit can also do transfers if (1) it is on top of the receiving unit.  (2) the unit could otherwise walk, sail, fly to the receiving unit (move with own power).

HQs have transfer capacity if they have units like trucks or cargoships that have capacity.

ok, not transfers.. strategic movement.. I want the UNIT to move from point x to y, not the sub units.. and this process makes no sence to me at this point.
I open some fdiolog screen after choosing a HQ to provide??? and then what? all is confused.. and why use this instead  of a simple rr point system.. ?

I think you have to:

1.  select the unit to strat transfer
2.  select the HQ to provide transfer capacity
3.  select the hex to transfer to
4.  you are then shown the costs and it asks if it is ok.  If you have enough transfer capacity and you click ok, the unit should move.

BTW, I do not use strat transfer that often.  Most cases, I just use transfer.

I use strat movement (transfer) a lot. The concept is that to transfer a division you have to use horses or trucks (or ships) When these are assigned to an HQ they are like a motor pool of available transport. So to do a strat transfer you have to assign the HQ with sufficient trucks/horses to do the job. If it doesn't have enough you won't be able to move the division as far. Obviously the more subformations you have in a division will also require more trucks or horses.

You can just assign trucks and horses to a division which will speed up it's movement considerably if you assign enough to cover all it's subformations. But those won't be used for strat transfer but as a permanent extra movement bonus. Strat transfers can get u further, but the units arrive in bad shape so I soon learned by bitter experience not to use it to plonk a division right in at the front line.

So are there no railroads in the game? That would have been a primary means of strategic movement in WWII I believe.

Yes, agreed. Railroads would be a welcome addition to the game.

Actually I was just browsing the manual and note that the AI doesn't perform strategic transfer so I don't think I'll use that feature anymore as it gives me an unfair advantage.

Also something to note:

The closer you transfer your unit to the HQ you use for the strategic movement, the less points it costs. So, moving the unit directly to the hex where the HQ is located is always the most economically efficient means of strategic movement.

Strategic transfer is a very nice option and it works wonderful when enough cargo capacity is in
the HQ you use for. Of course when you try to transfer monster units with 15 medium tanks and 20 artillery
over a distance of 30 hexes you should not wonder when you need 50 trucks for (or more).
There are many scenario´s the strategic transfer is very useful.

PS: You can add as many railways as you want.
Tweber did that for his scenario Great War. But the railways are damn ugly
and a pain to look at !

You're right. The trip from the HQ out to the unit that needs to be picked up appears to be included in the movement cost.

correct. the cost is from source hex to HQ and from HQ to target hex.

And the rail movement is abstracted in the cost of strategic movement? Or should the scenario designer introduce subformations like trains / wagons to assign to the HQ?

Twebber added a SFT "Rail". That are the trains you asked for.
Replaced the trucks from WW2 setup.
