Can the base values of fortresses be raised over a 100 point level? I would like to make both Fort Monroe and Pickens harder to take due to the terrain on which they were each placed; in Monroe's case behind a marsh while Pickens was at the end of a long sandspit. Historically both these places were easily held by the Union because their geography made it hard for the South to mount any sort of seige.

I'm not entirely sure off the top of my head what the code does with fort strengths above 100 in the data file.  I don't think it would hurt to try modding that.

Where do you go to adjust the fort values amongst the game folders?

It's the ACWStart.txt file (best edited in Excel or a similar spreadsheet program). Note that one such file exists in the main "Data" folder (for the "standard scenario") and then copies are found in each scenario folder. So any changes you like would have to be copied into the other files.

Followed your lead and found the relevant file "ACWstart". You can change the fort values there to percentages higher than 100. I think I will start experimenting with increasing the numbers for Monroe and Pickens; if that doesn't cause a game crash then I will research some of the other forts for strength increases (or decreases) based on their sites or construction.

Update on fort defense experiment.
I increased the values of Monroe and Pickens and fired up an 1861 scenerio under the new Beta update. Pickens was besieged and the first reduction showed a decrease from the 500% value I had applied to 86%. So simply increasing the percentage number doesn't appear to override the 100% ceiling in this column. Still looking at other options for some kind of improvement in these forts defense values.
