"River" units (?)

I am just learning with the demo, and I ordered construction of a few "River" ironclads and some "River" transports in Ohio and Illinois. Now, I know you can't choose exactly where to build units, but these appeared at Cleveland and Chicago - on the Great Lakes! Is there any way to prevent this? Not only are the resources wasted but I'll be missing these units where they are needed.

Arrival location is area based. You can take the Erie canal to go down though.
