Is HCE compatible with all the user-made classic scenarios available for download from sites like AGSI, Harpgamer, and this forum? Thanks in advance

Yes, all of the user made scenarios should work. Some scenarios require you to swap in a different database (such as Rene's EuroDB) in place of HCDB, but yes, the user made scenarios will work, even the really really old ones [;)]
