This seems to be the Crete scenario (under construction). Chances are this is an "editor bug". Or a bug caused by some strange settings i didnt expect the scenario creator to make.

is this repeatable? if so can you send me a savefile so i can repeat and catch the actual bug.

Aye, Crete it is.  Unfortunately it was on turn 8 and I hadn't been saving the game.  I will try to repeat the error if I can, while saving the game next time.

you might want to switch on autosave in prefs

This could be the same bug...maybe?
I've gotten it twice now.

Well I tried to recreate the bug in a save game for ya Vic but it didn't occur this time.
