Playing as UK, this is the setup phase. It says I
have 16 personnel points remaining. I've placed
a corps in Gibraltar and a corps in London. When
I try and double click on either of them to load
some points into them, nothing happens. Double
click doesn't function and I'm unable to fill these
units. Had a similar problem with trying to load
a fleet in Portsmouth.

this is a showstopper because it won't let me exit out of
the setup phase before placing all units, yet it won't let
me place factors into the shells (corps)

I noticed that double click works only if you have at least one factor of the appropriate type in your pool; for example, to dblclick a CAV corps you need to have at least one CAV factor in the pool.

Try the following:
1. dblclick on a garrison and remove a INF factor from it
2. dblclick on a INF corps and add the factor from the pool

Are you double-clicking the unit on the map? Double-clicking on the unit in the brown background section of the selected area info box will do nothing. Perhaps that was what you tried to do?

HanBarca:  I know I had factors remaining.  Because it wouldn't let me out of the
setup phase for that very reason.  Will give your suggestion a try though.

Richard:  nope, I did try clicking on the area info box in desparation, but I was
clicking the unit directly on the map.

I've go to go out of town (grrrrrr, but it is -8 degrees right now and I "have" to
go to Florida lol) but I'll give it another go when I get back.

The closest that I have come to duplicating this is when I place a counter in Gibralter and double click on it after clicking in another province. occasionally, it won't select the corps counter. If I move the cursor to a different spot on the counter, it works fine. It also works for me if I select the corps counter and then click on add factors to corps. Could you give a more specific step by step account of what you do during your set up before you have this problem so I can try to replicate for Marshall.

Setting up and allocating Factors is a bit complicated.
Still reading manual...

If the dbl-clicking does not work (??? I've never seen problems with the dbl-clicking) then try the add factors to unit button...

I ran into a problem like this as the Prussians.  I couldn't exit setup, the message appearing that I had more units to place.  It took me forever to realize I had a minor to set up too.

I am seeing a similar problem in my GB game.  I am not able to place factors into most of the cities on the southern area of the map...particularly Gibraltar.  I have tried using the button but that doesn't work.  I can't even get the screen that says how many points are in the city to come up(in another phase I can see it).
To get around this I have placed a Corp there and put the points into it.

I am having the same problem now in Egypt.  Alexandria will not accept points into the city.  I have been forced to place reinforcements on the depot and transfer them from there.

There is definately a problem somewhere in this area.

Time for another read thru of section 7.2 (you’ll never stop re-reading these rules – promise)

Section 7.2.2, Subsection: Adding Factors to Garrisons applies to your case. Gibraltar and Egypt (minor countries) are not considered “Home Nation”. The major power borders, less any ceded provinces, define Home Nation.

Section: 7.2.2
Subsection: Adding Factors to Garrisons:
Regular infantry or militia factors may be added as garrisons in unbesieged friendly-controlled cities in the home nation. Minor free state infantry factors can be added in this way but only inside that minor free state's borders.

If there's an existing Corps with available capacity for infantry factors, it's entirely legal to drip the factors into the Corps and then from there into the garrison during the same reinforcement phase, correct?  So 'add to garrison' in that case would merely be a short-cut for something legal, not a circumvention?

Im also having problems adding militia to my russian armies inside my home nation,double clicking on the unit and pressing the add factors tab both work,but then clicking on the button (up/down) to add militia does'nt(the unit can take 10 reg/10 mil and is currently empty of mil factors).Only having this problem adding militia to units not depots or as a garrison.

Do you have 10 regular infantry in that corps already? You may be trying to exceed the counter limit for that corps. It is 10 factors whether regular infantry or militia or a combination of both.

Do you have 10 regular infantry in that corps already? You may be trying to exceed the counter limit for that corps. It is 10 factors whether regular infantry or militia or a combination of both.

I have a problem with adding factors to the french artillery corps using the uploadable setup. It seems there are no artillery facors around I could add to the corps. - I am not able to continue the setup phase, therefore. What should I do?

You can remove the arty corps.
