Ok, so to create the Ottoman Empire, I understand needing to take over 6 of the listed countries. Now, can I do this by diplomacy or do I have to actually declare war on the minors and march my armies through them?

I'm not sure. In the boardgame, you had to conquer at least six (and, you started with 2). But, the computer game adds "influenced" and "allied" to the possibilites. I don't know if you can created the Ottoman Empire with, say, 2 conquered and 4 allied, or not.

In fact, I'm not exactly sure what the effects of "influence" and "ally" are. This is totally foreign to the boardgame, and I haven't been able to discern from the new rule book what they really do (yet).

Think of "influence" and "allied" (in regards to minors) as means to improve your chances of gaining control of those minors if someone else declares war on them.  Normally a major power would need to be chosen to control those minors but if you have "influence" or are "allied" you automatically control them.  The "allied" status goes one step further in that your "allied" minors will become yours should another Major Power DOW you directly.  Otherwise these two statuses do nothing.  You don't actually control them in any way.  So in the case of the Ottoman Empire you need to have actually control of them. 

They must either be conquered or a Free State that you control.  I just played as GB and created the OE... I conqured all the contries in North Africa but Egypt which was a Free State I controlled.  As soon as I conqured the last one I created the OE since Egypt was already mine as a Free State.

You do not control Influenced and Allied minor countries, so they do not count towards the minimum requirement of six OE components. However, should they be allied to you and another major power declares war on you, those minors would come to your aide and then you would control them and could use them as OE components.

In the case of the kingdoms, the income, manpower, and corps counters are ALL pooled.  Meaning that a Turkish player with the full Ottoman Empire can use those $48/46MP or so to rapidly fill out those nice Egyptian and Moroccan corps on a depot in Syria and march them through Asia Minor, instead of using each FS's income and MP on an individual basis and then needing to ferry them or march 'em through the desert -- with your limited supply of depots and $ -- to some more useful location.

Furthermore, any unspent OE income from the December economic phase reverts to Turkey.

You could instead keep 'em as conquered, but it halves income, and it's not like the Turkish player has that many non-feudal corps to fill.

The key advantage for Turkey, IMO. They are always short of money.

A minor conquered state sends its money and manpower to the greater major power controlling it. These numbers are doubled if they are a free state but they don't go to the Major Power they are kept and used to produce their own corps/fleets/garrisons. Although the buggers can't make depots....

That's only true for Turkey creating the Ottoman Empire (and I'm not sure that's working from some of the other's posts I've seen.) However it's not a +1 to everything but an increase to 2 for Infantry and 3 to Cav (a couple already have 2 moral Infantry ... they don't get a +1 and increase to 3... they just stay at 2.)

The benefit of creating OE for GB is mostly in gaining extra corps to use to fill out your army. I especially like to create the OE when I play Great Britain so I've got some extra corps to use or for soaking up losses.

The creation of the minor free states can be a big help in other ways.

1)  Later in the war when France controls alot of territory and has pretty much filled out her army she can begin to free the better German and Italian states in order to gain the additional corp.  Those 3 to 5 extra Corp can help alot if you control territory from the English Channel to the Russian Border.  Another reason to begin freeing the minors is that you get a +1 PP bump everytime you free one.  If freeing a minor would bump me from 13 to 14 VP's right before a quarter cycle its time to at least consider it.

2)  If I remember correctly, in the old board game, Conquered countries would go neutral if you ever went into the instability zone but free states required the fiasco zone before they would go neutral.  I'm not sure if this is in the PC game or not though.
