Question about Free States (Full Version)

In one of the games I am in France declared war on Munster, an ally of Austria. The game reported that Munster was now an Austrian Free State. I thought that only minors with corps could become Free States? Did I miss something in the manual?
Also, Imertia is a Turkish Free State at the start of the game, yet it does not have any corps. I would have thought it would be conquered then instead. But, then having a garrison of 2i (as they do at the start of the game) would not make sense to me as only Free States have troops.

Any free state with manpower can technically have forces in the form of garrison factors.  The problem is that many don't have the money to buy a factor, so as their patron, you can give them enough $$$ to use their manpower to generate a single infantry garrison factor per turn.

But you're right about states with no manpower.  There's absolutely no reason to leave them as a free state.  Just conquer them.

You can downgrade those type of minors if you want. Then they become conquered i think.

That is correct. Any Freestate without corps counters should be downgraded to conquered.

Yes some FS without corps do give troops. In my current game Dalmatia is a FS and makes 1I a econ phase (with a $1 donation, but hey it is $1 for 1I garrison). [;)]
