Not quite sure if this is a bug or rules interpretation question.

In a 15 capacity fortress (Sveaborg) I have 1 garrison factor plus a 9 factor corps (7i, 2c). This corps is also inside the city. According to the rule, "Corps may form all or part of a city garrison without detaching army factors, so that any types of army factors in such corps could also be a garrison" - Sec 10.4.3 (Garrison Factors). However, when Sveaborg was assaulted, the "brown box" ticked off "City Under Garrisoned +1". Seems like it should have cleared the under-garrisoned hurdle to me.

Anyway, just wanted to report it.

This looks to be a bug! Cav factors are not being figured when checking for an undergarrisoned city.

By the way, exp101: When you have both a corps and factors in a city, you have to make TWO forage rolls (one for each). This can result in a lot fewer factors than you expected to have while fighting your enemy.
