After land phases in which I have troops besieging a city, the game skips the land combat phase unless I have a field combat somewhere else. These besieging forces did not use their unused movement points in foraging. Is this a bug or is there a way to avoid this issue?

You are probably still in the rural area. During the land phase, use the “move unit into and out of city” button to setup the siege assault attempt.
