To further elucidate... oil is combined with resources by heavy industry to produce supply and fuel. The US base (in the location of Salt Lake City on Andy's map - I forget where it is on the stock map), San Francisco and Karachi are locations where a huge amount of supplies and fuel are automatically created, so delivering oil and supplies to heavy industry is not anywhere near as important to the allies as it is to the Japanese (who have to bring oil and resources from the conquered areas to Japan to create what they need to run their military). Fuel is needed to run your ships, all combat and support units need supplies (including your ships). Aviation fuel is abstracted as supplies, which also encompass ammunition, deisel for your tanks, bombs, torpedoes, food, medical supplies, tents, toilet paper, requisition forms, etc... However, PT boats which actually ran on AvGas need naval fuel in the game.
