a) Is supply based on 3 MP distance (0, 1, 2, 3 MP) or 3 AREA distance?

b) It seems that MONEY is lent in the DIPLOMATIC Phase and not the ECONOMIC phase?

This implies that England can provide money EVERY month to its Allies...not good for France....

A) EiA use to be based on AREA distance and EiH changed that to MP distance so I was not sure in EIANW (and I dont have my EIANW rules handy at work) and thus my question.

I think movement point distance. And, that explains why some of my corps counters are "out of supply" when I don't think they should be. NOW it makes sense. Thanks.

B) 

You officially give it in the diplomacy phase, but it doesn't actually arrive there until the economic phase. Against the AI, the AI might give a boost in relations with your country if you do this. With humans, the only real benefit is making sure they stay allies until the econ month.

However, I'm not sure what happens to the money if the alliance is broken before it is given. The sequence is

1)  Major A designates money going to major B
2)  Money is taken out of major A's treasury immediately
3)  Major B receives all three month's worth of gifts in the economic phase

Now, what happens if we add

2a)  Majors A & B break their alliance?

Does the money disappear? Or, does it go to one or the other major?

The horse drawn coach left the treasury building long ago so if the alliance is suddenly broken the former ally is deemed to have received the money before the dispatch rider could stop it.
