Serbia and Bulgaria do not show any food or raw materials production during the strategic phase. Also, I have been unable to purchase a HQ refit for those nations even though I have the correct number of production points to do so. You can purchase Corps refit points but not HQ refits. It will also not let me transfer any item to these nations from the strategic phase screen.

On another note, when I am on the unit puchase screen the transport icon is always there even if i have nothing left to puchase it with.

This is a great game. Please help. Thanks.

Minor powers don't produce any food or resources for themselves. However, once conquered those food/resources can be used by the major power that conquers them. It is best, if possible, not to occupy a food hex with friendly units (they have a chance of being destroyed if occupied by an enemy unit). Try to force the country in question to surrender then any unoccupied food hex in that country will remain for your use after the surrender.

You cannot transfer from minor powers to major powers. However, you can transfer Industrial points to minor countries. Minor countries, I believe, get a random allocation of a HQ point; they can not directly purchase them.

Minor powers can build HQ popints - but they cost 9 production points - ie the same as major power ones (minor power PP's are worth 1/3rd of major power ones)

This one fooled me.  Because virtually the entire Bulgarian screen was a blank, apart from Industrial Points that rose every turn, I assumed there was a major glitch and nearly gave up playing.  It would surely be sensible to have minors' inappropriate fields filled with 'N/A' rather than just leave them blank suggesting a bug.  Heavens!  Do we need a proper manual that actually explains these things!

Why are minor powers' PPs worth one third of major powers'?  Wouldn't it have made more sense to have just reduced the minors' production to, say, 1PP every turn or two?  As it stands, there's no incentive to trade IPs to Bulgaria to restock its HQ, as the exchange rate is so ghastly.

New Subject:  Playing as T-E, I use resource points from France or Britain to buy R & D or Diplomatic points.  After the alloted turns pass, the points appear:  under Serbia!

Also:  Do R & D advances purchased by one nation -- say Britain -- benefit its allied nations too?

R&D and Diplomacy points are given to one side, not one nation.

Because they would have produced 1/3 and 2/3 of a point and I didn't want fractions.

Germany sending 3 points to Bulgaria gives the Bulgarians 9 points which is enough to build an HQ point. Its the same cost as if Germany had built one of its own HQ points. There's no loss in the exchange.
