Looking at the Spanish civil war scenarios I notice a number of the units have no capacity to shoot. Is this deliberate or a bug? If deliberate what is the thinking?

I discovered it just after posting (as is always the case). I forgot to say good work to everyone involved, it's great to see this series alive and well. My favourite wargame of all time.
