I have Salamua as the Allies, the Japanese occupy Lae. I had a brigade and a battalion sized LCU on the base, but when I ordered them to march to Lae over the trail, I got a message that the ZOC disallowed the move. Then I had a third Allied LCU, 6th Australian Div., move into Salamua, and I immediately ordered it to march to Lae and the order stuck and is being executed. What's going on here?
