In this case, with human Spain and Turkey both at war with Russia --

* Spain dominating Russia in Baltic area, including occupying St. Petersburg, with few remaining Russian forces around
* Turkey having stomped local resistance around Taganrog, but not having pressed further
* Winter

Russia sued Turkey for peace, accepting an unconditional -- but not suing Spain, despite

(a) Spain being the far greater threat to the capitals, with Turkey further away
(b) the surrender to Turkey not doing much to help with the former (the Turks not having much in the way of prisoners, and there not being many Russian survivors 'freed up' there), and
(c) the benefits of simultaneous surrender to minimize impact of PP and terms due to mutual exclusivity

The AI is not even looking at "B" or "C".
Cannot explain why "A" didn't weigh in UNLESS Russia had more forces on the map than Spain???
