We are trying out a PBEM game and my French opponent wanted to scuttle his fleets as GB (me) was having a lot of fun port raiding his fleets in the now 40-gunned (instead of 90 gunned) Toulon. Except he couldn't figure out a way to do it. Is there such a way?

Actually, no there isn't for the fleet itself BUT there will be shortly :-)
You can scuttle builds in a port by dbl-clicking the small box showing the fleet being built and answering yes BUT we don't have the ability for fleet counters yet!
