How does runway damage affect a/c sortie rate? At what point will planes not fly at all?

Your answer can be found in the manual. In the "bases" section IIRC. IIRC damage greater than 20+(5Airfield size) will cancel strike missions and damage greater than 40+(5Airfield size) will stop all missions.
