Need some advice.

It is October 42 and I have the Pilippines firmly in control as the Allied player in a Big B vs the puter. I want to make this a base for future operations against Okinawa for my 4E bombers but USAFFE isn't my first choice for the HQ. Should I move CentPac to Manila or some other HQ?

The name of the HQ doesn't matter.  The commander's ratings matter and the range matters.  Any unit in range of a headquarters unit can be influenced by the HQ.

There are several good threads in the "must read" section.  They should help.

I think you're decision should be based on what's going on in other theaters.  Did Japan ever conquer the DEI?  Your two biggest commands, eventually will be Central Pac and Southwest Pac.  What's Southwest Pacs job going to be, or will the war even be over before all it's reinforcements arrive?

If you need an HQ for your 4e bombers then you need an AIR HQ assigned - that would by 5th Airforce (SWPAC) or 13th Airforce (SOPAC) or the Australian one (9th RAAF HQ ?).
However they haven't arrived yet.
Therefore I'd bring over one or two of the Brit ones from India (e.g. 221 Group, 223 Group).
