I am playing a scenario(Human Waves 7-22-41) within the campaign Das Reich. I obtained a Wurfrahmen 40 for a core unit. First turn it has no rockets. is this a bug or do I have to have an ammo carrier to supply it enventhough I haven't fired it yet?

Strange indeed.
Are you positively sure that you did not fire this unit in a preliminary bombardment?

If you are sure, then you will need an ammo carrier to replenish it. If it takes on no ammo then I'd say you got a duff unit.
