I just finished my first full game playing as CSA and lost in June of 65 finally going to -77 PPs, USA marginal victory. I had a great game, Lincoln was barely re-elected (USA had 1014 PPs in nov 64) with Sherman taking Atlanta in October this time coming from the sea while I stubbornly held off Grant at Vicksburg and kept a number of generals from ever taking Richmond.

The AI never declared the emancipation proclamation, my question is if there ever is a turn where they can declare it, will they? Or does the USA AI sometimes not declare when they have met the conditions? I kept them below 1000 PPs until the election. After that it fluctuated above and below 1000 and I'm not 100% sure if they had a strategic victory in a previous turn when they were above 1000. KY leaned to USA but was not a free state. I didn't control any KY regions but there may have been a few areas in KY there were still neutral, not sure.

I think the AI will declare the EP if they can (over 1000 PPs and a strat victory), although I don't know for sure.

The AI does declare EP but I noticed it waits until it gets enought pp's around 1100, to offset the the loss EP and starting BR costs. I play it the same way.

Ok, thanks for the info and tip for when I play USA side.  I guess the AI never declared because they never got too far above 1000, plus giving me another 100 PPs would have gotten me to July 65 [X(]
