Well, if you read the whole section: "Political Point Adjustment: Once a month, during the Pre-Movement Logistics Phase of their respective turn, each side will automatically lose a fixed number of political points. The Union player loses 27 political points while the Confederate player loses 9 political points. Also during their respective turn, each player will gain a number of political points equal to the combined values of the political rating of all of its Theatre and Army Commanders. If the player has less than six Theatre and Army Commanders combined, they will receive one political point for each of the six slots that are vacant." So you are losing political points each month without doing anything. If you are the Union, you have six command slots that can gain you political points. Let's say all six were filled with Generals that had a Political Rating of 4, that would be 6x4 = 24 PP each turn, which means you'd only lose three net PP per turn. Leaving any of those spots unfilled means that you are in effect losing more PPs than if you filled them. Regards, - Erik
