1. 30 miles hexes and the game engine is set up to only look at ending hexes, not passing hexes. If 2 TFs end up in the same hex then combat can/will occur. If they just pass through the same hex, then the game engine does not check for contact. 2. Bombardment TFs usually use up most of their ammo ( depending on a number of factors ) and will try to retire back to their home port to rearm - expecially BBs with only 9 ammo points. patrol/do not retire should keep them there for a bit and also having them follow a TF that is staying in the hex will work. For invasions, have them follow the trasnport tf and they should bombard more than once. Useing CAs for this is usually better than BBs because they have more ammo points to expend.
