    Ahhh thanks!, I'm familiar with a similar phrase "Working as intended".  I have played such games as EQ.  That was always their reply when a really bad bug hit.

It's also used by designers when they have no desire to fix a problem so obvious to the user base that for most is a game breaker.  The Supreme Ruler 2020 is a case in point...As the US or any high producer, the player will eventually get a Declaration of War from virtually the entire world because you have the potential of high war production.  Imagine getting DOWed by Sri Lanka because you have a high output of war goods.  Totally ridiculous IRL but is hard coded in the .exe because of a design decision that injected political bias against the US.
