Hi there,

I must be missing something, Burnside has 214 promotion points, with 200 in ( ), for 3 turns, and he has not received his new star. What's happening, Mister President? You don't like his whiskers? [&:] [;)]

think about it.......if you were the President would YOU want to promote Him.. I say put him in a region infested with them rebs,,,but then they don't want him either LOL

Only AC and TC go above 2 stars as per rule 6.6

Make your 2-star 10+ CP leader an AC first - then have him become 3 star - and then promote him to TC.

I have 3 stars that are not AC or TC. Fremont for example. And I have had the game tell me I can not promote to TC unless someone is a 3 star. My current Western Theater 3 star made that rank as I recall without being an AC.

You are correct though that on page 81 it states only AC and TC can be promoted to 3 and 4 star. Though it is a little confusing in the wording.

Leader Rank Advancement

Leaders will be promoted to a higher rank if their promotion points exceed the number required for the higher rank at the moment a promotion check is made. Only Army and Theater Commanders will be promoted to three or four Stars ( regardless of their promotion points)

Yes, you can have a leader with 3 or 4 stars without him being an AC or a TC - nowhere does it say otherwise.
However, a leader cannot promote due to points above 2 starts unless he is AC or TC. Maybe I am missing something but it seems pretty clear to me.

Fremont starts the game as a three star TC, that is why he has three stars.  You can dismiss him to put in someone better but he will come back sometimes still at three stars.

I had a similar thing happen with Butler. He had over his promotion requirement, with no delay listed. When I read that only AC's or TC'c can promote above 2-star, I gave him the Army of the James and still, he did not promote. When he finally picked a fight he could win, however, he promoted the next turn. So, I am assuming that at least to go to 3-star or above, the requirement is that you need to be an AC or TC, you need to have enough promotion points, AND you need to win a battle.

That's how it worked for me, anyway. Your mileage may vary....

Rule 6.6 (top of page 82)
Immediately following the awarding of a victory or success, a leader will undergo a promotion check and may be advanced in rank and/or improve his command, attack, defense and army mod ratings. Exception: successes gained by training or building a fort or depot will only cause a promotion check for Admin and Engineer leaders. Promotions and the subsequent changes in the leader’s values all take effect during the player’s next Promotion Phase, even though the actual check for promotion is made at the time of the victory or success.

Which means none of my naval leaders ever get promoted cause they never have intiative and there is no CSA Navy.

There are generally plenty of Confederate forces that can be bombarded. Each hit is a success, and helps during the promotion checks.

For the Union naval officers, they have a chance for promotion everytime they sink a Rebel Raider. After a Cruiser get some Experience, its a good idea to rotate "green" ships and Take out the "Elite" ones.

For the Rebel navy, if you invest in one, you can see some interesting situations.

But it all comes down to taking chances, and getting lucky with promotions.

I like to think of it as "Glory seeking". [sm=00000289.gif]
