is it possible to assign a commander a negative political value? As in, assigning them to command would cost the player political points per turn?

An example would be assigning cleburne to command, who was very unpopular after suggesting the use of black troops.

That'd be a difficult thing to assign historically. General Cleburne didn't present his paper sugesting the use of black troops until 1864 when the South had already lost a third of it's territory and it's cause was beginning to look hopeless. Giving him a negative politcal value from the game start wouldn't make much sense. I don't think there is a way to trigger a value change during the course of the game other than success in combat.
