I chose Vichy France and then used diplomacy to activate them. It was nice to have a fleet, but they had 0 ground units. It seems to me they need to have at least minimal divisions available. As I recall they formed about 100,000 men enough for a fair number of divisions but not too many.
Also - their PP seems messed up. It tells me they have 0 owned cities, which cannot be right! So they get no income (they do get some from an annexed city - how that happened who knows).
Other issues are that somehow sometimes Slovakia gets credit for say taking over Denmark, when they were not involved at all.
