Does a post like San Fancisco for example, need a base force present to load/unload supplies and/or troops? All the West Coast post have BF present but I think I could make better use of them elsewhere. Thanks.

No, the base forces only maintain planes at the airbases.  You can load/unload supplies, planes and LCU's there all day without a base force.

Note that the base forces on the West Coast are in a restricted HQ.  You'll need to change their HQ allegiance before you can move them somewhere else.

You can unload aircraft but I don't think they become operational without an aviation unit (ie they unload in need of repair).

Aviation support provide support for maintaining aircraft. 

General support units supply support for other land units in the hex.  These are the guys who run the mess hall, deliver the mail, run the motor pool, etc.  Units work at top efficiency when they have enough support around, but it isn't critical to the survival of the unit.

In the basic game, there are no naval support units.  However, there are in AE.  In AE, naval support help with ship repairs and other port operations.  So in the basic game, loading and unloading happen at the same rate whether there are land units in the hex or not.
