when intel reports radio transmissions do they come from merchant or military ships or both?

Yep.  Getting a report of radio transmissions at Vancouver is a little difficult to understand.  Worse is when I get a report that the CO of the PBY squadron at Vancouver bailed out of his plane and was captured.  I thought the allies had the best intel of the war.......The Japanese can infiltrate Canada, down a PBY and capture the squadron CO.

If you plot the radio transmissions over a period of time (most likely using Bodhi's Utility, I wouldn't want to do that by hand!), you can sometimes make out shipping lanes (and thus where to put your subs).

The reality is tho, without a automatic way to plot those things, they're not that useful (and there's quite a bit of trash in there as well, including your own sub positions!),

I have found radio transmissions to be almost useless as Japan. I have gotten reports of transmissions at Clark Field, for example, where I know there are no Allies at all.

Sometimes you get a report at a Hex, and sometimes that is a convoy, so occasionally it's useful. But I have gotten actionable intelligence maybe twice in 3 years.

I seem to remember reading in Fire in the Sky that the Japanese had one of the most advanced radio transmission tracking systems of the time.

From what I've read of the comparible intelligence networks, it's often not so much what is learnt but how that then is processed and passed upwards in useful intelligence summaries. Or even upwards and then back down again (cf Ultra).

Japanese radio intel within this game as it stands is something of joke however. I consistently get messages that imply that there are Allied troops in such bizarre places as San Francisco, Seattle and even Karachi. Without such foreknowledge I would surely be in trouble...

I don't know how the radio intercepts were handled at higher levels, but I believe the Japanese were very good at being able to triangulate the intercepts of incoming raids or pick up a transmission out of a base and that would help them determine if some activity was occuring via ship or aircraft.  Of course, the air to air and air to ground communications for the Japanese was dismal and cost them considerably..something I'm not sure is very well replicated in the game, but that of course would be tough to model.
