What can you do with terrible admin (or engineering) leaders? I have a hard time (as the Union) even employing those with a rating of 4, what about those with 2?

The one thing I thought of is that you can use them to train isolated garrisons (like in Missouri) so you can convert militia to infantry.

Do they do any good as Sub-commanders?

Generally, they are very poor infantry trainers, with a rating of 1. However, they can have some use in garrison areas for training.

As a rule, I usually retire Major Anderson, hero of Ft. Sumter, with honors on the first turn. His engineering skills are of less value to the Republic than the propaganda value he can provide selling war bonds and encouraging recruitment LOL.

In PBEM, they are useful as decoys. Since you can see the top silhouette in an enemy's region during the playback, you can often see whether or not there is anything in rear regions. However, an admin leader looks like any other INF/ART/CAV leader, and your opponent has no way of knowing if he's the only unit in a region, until he can scout or overrun it. In other words, he doesn't know if that silhouette is Lee's ANV, lurking in Gordonsville, or an empty shell, while Lee is off foraging two regions away. He doesn't know if you've got a corps sitting in Charleston, or a leader waiting to drum up the local militia at the first sight of sails and steam over the horizon. Is it just a back-up in Corinth, or is Johnston gathering for a counterattack at Humbolt.

I agree, decoy leader would work... Since they practically can move where ever they want! Great to place over any idle militia just in case they might be able to train them.

I notice WBS has too many leaders, I think I have manage to activate triple or quadruple of what really need...One thing though even more annoying is Lee in Paducah! I have worked there, but Robert E Lee?
