I formed a TF of AK’s in Brisbane with a cap of 66500. I want to load a Aussi Inf. Div. Load cost 61000 and move them to Port Moresby. When I give the command to load troops the only units that show up on the screen are the HQ and Base force. The Inf Div are missing.
What am I doing wrong???

That australian division is probably still attached to Australia Command.  It's a Restricted HQ - so you can't transport it by plane or ship.  The only travel mode open is by land, like ABDA and USAFFE, as well as West Coast.

To transport it by ship or plane, you need to pay some PP cost to "free" it, by attaching it to a non-restricted HQ like SoPac or SWPac, SEA, CenPac, NorPac, etc.

The definitive allied question of 1942: do I pay PP to keep that battleship Winston is demanding I return, or do I activate that division for forward operations?

Check all australian divisions.  Some of them will arrive on map while already assigned to SWPac.  From memory, there's the 30th Bde, and all the AIF divs (the 7th arrives rather early in '42 IIRC).  There're also the Gull/Sparrow forces, one of which already is in Rabaul : they're all three SWPac.  Those might be shipped instead.
Just use the Australia Command-assigned divisions to garrison Derby, Darwin & Windham, you need troops up there too, not only in New Guinea/New Britain/Solomons.
