It can happen randomly. (The formula for governors coming up with new supports/demands might be in the manual, though I can't remember.) Over time, a supportive governor who's helping with mustering might switch and support something else, while a governor who's not supporting anything might randomly begin to support mustering -- or anything else. Since at the start of the war both sides were raising troops rapidly we set some of the most supportive governors to help with mustering, including some of the ones who historically did play an important role. But over time, fewer of them will do so.
