Hi,

Im in one of my first FoF-games and Im already totally addicted.
One thing that I would like to know is how often the governors support for mustering volunteers is changing. So far (sep. 1862) the governors that support mustering, are the same as in july 1861. None of the oposing or "neutral" governors have changed their mind. All my governors are at least mild ally and have been re-elected.
Do I need new governors to change the support for mustering in one state?

It can happen randomly. (The formula for governors coming up with new supports/demands might be in the manual, though I can't remember.) Over time, a supportive governor who's helping with mustering might switch and support something else, while a governor who's not supporting anything might randomly begin to support mustering -- or anything else.

Since at the start of the war both sides were raising troops rapidly we set some of the most supportive governors to help with mustering, including some of the ones who historically did play an important role. But over time, fewer of them will do so.
