Marshall, this thread has me pondering...is the cost, manpower and production time for each unit type in a data table that can be modified relatively easily?  Would it be possible to make an options choice at game start to change values in that table, and then present that table to the player in such a way that existing values can be overwritten for that game?

That would allow us to actually have several groups try using higher maintenance costs, lower production costs, and see how balance is affected.

I'd love to see some ability to adjust maintenance costs and purchase costs. The former are, perhaps, too low all around and the latter -- at least at sea -- are too high.

I hear what you guys are saying and I like the ideas of these items being editable BUT it will be a while.
