According to Ralph, as long as you save your game and open it correctly, your opponent should not receive the 'reloaded' message. Perhaps there should be some more etiquette on how to save files. I'm finding numbering every turn as needlessly tedious, (anal even) and increasing the risk of accident(not to mention filling up the save folder.) However, I've been doing it because I'm tired of trying to argue the point. Finally now I've found an opponent that feels the same way.

But do tell me, could you be more specific as to what PBEM problems?

In 3.2 or even early patch,in order to avoid some bad results,we just hit Ctrl+Alt+Del key to shut down the game,load the PBL again to replay it,however,our opponent may not receive any 'reloaded' message.This is especially effective while playing some small scenarioes.
Could this be changed in 3.4 patch?[8|]

Seems to me that the best security is just being an honest player. And come on... this IS only a game.... or are there people playing for serious scratch out there? I should have to wonder about the security issues of online poker. I should NOT have to worry that my opponent is cheating in a freaking war game. For me at least, I enjoy losses as much as I do wins. I like to see where I messed up and my opponent took advantage. Learn from that and go about my day.

How? Or what if the cheater uses multiple computers? There is no solution if the cheater is determined enough, short of requiring each combat phase to be resolved by the opponent or a third party.

In fact, the third party option is available now. Just employ a referee, who would execute all combat phases for both sides, and send the results on accordingly. That, of course, will require as much as ten times as many email operations.
