One of the CHS versions has very high operational damage rates. ...and it's probably scen. 157, the one I'm playing. With your CAP set at 60% the damage levels you're experiencing come as no suprise to me. All part of the fun of limiting your operational casualties and maximising availability in this mod. The important question will be how many VF you have operational upon contact with the Japanese. Depending upon your perceived exposure to attack you may be able to maintain lower CAP levels until the threat level goes up.
