Rover -> PzIIIE Upgrade Question (10/11/2000 7:40:00 PM)

Am running the 4.2 version and just finished the first game of the WWII long campaign as Germany. Wanted to upgrade some of my PzIb's to PzIIIE's but they aren't in the list of possible upgrades. I did start at 9/39 and checking the OOB PzIIIE's are listed as available during this period. I didn't see anything else I needed to change to make them active so am wondering if I missed something. Also the PzII's and PzIV's appropriate to late '39 are showing as possible selections as well as a lot of other stuff.
