The Hessians don't get the 4 movement points that various other free state's infantry corps get when controlled by France.

That's reinforcement phase, by the way -- they should have full movement. Issue was present both before and after formation of the CoTR.

Does Hesse get the bonus??? I cannot remember but will look into...

Noticed something odd.  Later on in the same game they received 4 MP, much as the various other minors.  Maybe an intervening war/peace changed it?

If it helps, my memory tells me that in this particular game, France received Hesse not by conquest, but by taking over when somebody else DoW'd it.
