Have the rules for Serbia changed in 1.30? In the game I am playing as the CP I have conquered all of Serbia but maybe 1 empty hex in the south and they have still not surrendered. Seems a little extreme.

Russian has surrendered.
Britain has surrendered.
Italy has surrendered.
All Serbian hexes are under Austrian control.
All Serbian military units have been eliminated.

Still Serbia fights on.

I'm guessing this is a bug.

Well, the Serbs DID actually fight on, making up a significant chunk of the Salonika force that did such damage in 1918. They never actually did formally surrender.

The Belgians too, never actually surrendered, and had forces in action right up to the Armistice.

Maybe this isn't a bug, but historical accuracy?

Also, Romania "fell" in December of 1916 but did not surrender until May, 1918.   I think though that having defacto control of a country (like Serbia) should count as a surrender, whether it has been formalized or not.

I have tried the same with Belgium. Liege was the last Belgian city left and left for starvation to fall. When supply was down to 0 % the city hex was converted to my control but I didn't get a notification of the occurrence and the country remained unconquered for the duration of the war.

Could have been the same for you?

Well I'm not exactly sure.  But I finished up the game, France finally surrendered.  Serbia remained formally in the fight and never did throw in the towel.

Maybe there is some historical significance to never formally surrendering, but if there are diplomatic/economic benefits to a surrender in game turns that you never reap since the country never formally surrenders, even though it has for all purposes been conquered, then I would think that should be addressed.

I checked and Serbia should surrender, in fact I see no way they can avoid it, if every one of their cities is enemy controlled.
