In Constants.xml you can edit imp_score from its default of 30 to get more points to spread around. (I went with 40.) You can edit imp_zero_score_increment to get more points from reducing a skill from 35 to 0. The default is 15 points for reducing a skill all the way to zero. Since it doesn't seem that you can edit the minimum skill level, I changed mine to give me all 35 points for reducing a skill to zero.
