With WA's low tech levels at the start of game (at or near the Neutral floor) it won't actually change things much, except that French units wouldn't contribute to Combined Arms (any unit with a penalized Land Attack will not contribute to CA). Hence, France could have some historical Armor units without throwing things out of whack (something people have brought up before) and also not be able to contribute strong units near game end. Personally I'd find this rather satisfying, just to see some armor units there.
