Here ia an update to the scenario. The Political points for the Confederates was reduced to 35. The Rebels also start in Springfield to start the scenario. Lyon was made an Army commander and Fremont a Theater commander to start. Johnston was also made a Theater commander to start. I still have yet to see the AI attack in force and since there is little or no modding support, If playing this scenario solitaire I recommend playing it as the Union or single player hotseat.
Edit: Also. The regions of Cairo and Memphis are a magnet for the AI. For this scenario I prevented units from moving into the regions but still allow you to build units and move out of the region. Somehow the AI is still able to move leaders into these regions but ground units still can't.
