The main reason I can trash the AI, is that it puts critical units in positions where they can easily be cut out of supply by motorized infantry or armor divisions. This sets up easy attacks or counter attacks. The AI needs to do a better job watching its flanks,especially when attacking.
I just played a game with all the Allies (USA,Brit, USSR, on very hard) and the AXIS on Very Easy (+100% production). The USSR handily beat back the Germans by the winter of 41 by cutting off leading armor and then killing it when it was a 1-0 the following turn. By March of 42 I was driving back into Poland and Romania. All because I could inflict massive losses on out of supply units.

To fix this, you could make it harder to move through ZOC's and/or have the AI do a better job making sure that units can not just walk around and thru their positions.

We are planning to better balance ZOC for the next update.
And indeed, we have also planned already to make some changes in supply system which will let the unit survive some time without supply as it's give to big advantage to allies and commies.

But as far as I understand the german AI is not a sitting duck around it's cities?
