This is then scaled relative to the total on-map VPs in some fashion. This means that losing high AP equipment (like artillery and heavy bombers) is more costly than losing low AP equipment (like trucks and fighters). It also means that disbanding units will cause a bump up in the penalty, until the disbanded equipment is re-distributed back onto the on-map forces. It also means that replacements reduce the penalty as they are distributed to on-map forces. So a force with comparably higher replacement rates can suffer higher real losses yet have a lower loss penalty.
