It is a common question. As you get into the mechanics I think you'll come to understand. Basically, a game Player (Germany, Japan, USSR, China, WA) can be considered a united coalition sharing technology and a chain of command. Shortly after the US entered the war, command was essentially unified between the UK, it's dependencies, and USA. Rivalries may have existed, as they could in any command structure, but objectives were jointly agreed and there was one supreme commander for a theater. Look at the nation divisions in the game Players and you will see that this kind of coordination clearly did not exist between nations that are in distinct game Players.
