IIRC the B-18 and B-17 were tested against each other, but the B-17 crashed on takeoff, which didn't do much to make a good impression. So I might take the Bolo's failure the other way around - adopted in 1936 (in the middle of the Depression), it was selected because it was cheaper than the Fort and "there ain't gonna be no war." The DC-2 was a reliable airframe, and it was really the war effort that drove advances in aeronautics. Just my 2 cents.
