It kinda looks like a halftrack without treads. Seen nothing quite like it in every Imperial Army lineup I've seen.

It does at that,but only the set under the doors seem to be flanged on the inside. The ones in front look like balloon tires, which aren't going to help much on rails. Too bad we can't see the rear and see if there are some flanged wheels there. Then the question would be, where it the picture taken?

'Nuther thought.. are those wheels in front supposed to prevent the thing from digging its front in if beginning to ascend from a ravine/ditch/trench, and the ones in the middle to keep it from bottoming out going over the top?

Well the little wheels look like they are intended to help the thing cross ditches and the like by keeping the front from digging in and riding over obstacles, but other than that I've no idea.  I'm going with the 6-wheeled go-kart transporter thingy mentioned above. Tough one.

This is a vehicle from the French Laffly S20 family.  I'm not sure which version exactly as there seems to have been quite a range of bodies fitted. I suspect it is the 'TL' variant, which stands for "tracteur, chassis long".  I assume it was 'inherited' by the Japanese from a unit in French Indo-China. The small wheels are unpowered but intended to assist the passage of difficult terrain.

The flag is a dead giveaway:  It's the lead vehicle in a caravan of Japanese tourists.  Roads are rotten so the little front wheels keep it from going nose in and getting stuck in irregular terrain, while what looks like a 2nd set of small wheels under the vehicle is really a barrel of sake.

I beleave this is the case, though in checking their are so many varients I cant be 100% certain.
