I've just read its only for the bases and production screen and not for the Alerts.

You are right.

I don't think it would even be practicable to filter alerts by region.

I have found it useful to modify the regions quite extensively; e.g. I have created a new Hokkaido region and hived off into it the relevant bases for that island.  This makes it easier for me to keep track of Home Islands resource and oil stockholdings on the assumption they are not going to flow easily across the Tsugaru Kaikyo.
