Can you do detail battles against another human using a tcp connection?

It's unclear to me whether you are a player who owns the game or someone considering purchasing it (and thus asking about COG:EE, which has its own sub-forum). In short, the answer is that it is possible, but for reasons explained in other threads a small group of players (3%? 5%?) are unable to do so.
