How does one declare war on a computer opp. I am unable to simple attacked them as i usually do???

Go to Strategic Information map (one of the buttons in your lowerhalf of the screen), select country and ... press "war" Note that it's not always possible to declare war on every country all of the time, depending on the scenario variables it can be possible that for the time being you can't declare war on a country before a specific date.
